Standard panels (panels created based on the product description) should be translated by all translation apps.
As for Static sliding panels (panels created in the app admin), if you use the Langify app, there's the "Custom" section where you may add the content for Static panels. Also, for Translate My Store, the translation for Static panels can be added directly to the theme files (locales). Changes in theme files are required to make the translation work.
As for other apps, we don't know how exactly they work and we can't say for sure if Static panels will be translated.
