Yes, you can separate the tabs from the product description (or from the part of the product description that appears before the first tab title). This allows you to display the product description at the top of the page and the tabs at the bottom.
To do this:

Go to Theme Customizer → Product template.

Add the “Tabs / Top part” block to display the product description (or its top section).

Add the “Tabs / Bottom part” block to display the tabs.
- Use the “+ Add block” or “+ Add section” buttons to insert the widgets and move them to the desired position.
